I fixed it by just keeping the graphics low. I had a similar issue (can get ~80 FPS, but get drops to sub 15). It will let you see how your graphics card is handling the game. If 2.1 means the 4 combined is 2.1 then the 2 core is better, my guess would be 4 core is stronger though. Not an expert, if 2.1 means each core is 2.1, its better.
