I fixed it by just keeping the graphics low. I had a similar issue (can get ~80 FPS, but get drops to sub 15). It will let you see how your graphics card is handling the game. If 2.1 means the 4 combined is 2.1 then the 2 core is better, my guess would be 4 core is stronger though. Not an expert, if 2.1 means each core is 2.1, its better.

If my computer isn't utilizing 100% of it's resources to run the game then how can I be getting fps drops? *Probably there are ways to increase this, but Idk what 100% means your computer is literally processing as much data as possible* Speed shows the toll on the processor, the % shows how much your processor can handle. Utilization % is how much of your CPU is being used. Note: Not an expert in any way, this is my interpretation thoughĬPU speed is basically the speed your processor is running.
